CITY CONTROLLER WENDY GREUEL RELEASES CITY’S ECONOMIC FORECAST FOR 2012-2013Urges City Leaders to Be Transparent and Focus on Structural Budgetary Changes

(Los Angeles) – With the City of Los Angeles facing up to a $200 million budget deficit next year, the City’s chief accountant, City Controller Wendy Greuel, released the economic forecast for the City of Los Angeles for the upcoming fiscal year 2012-2013. 

“We need to be realistic about what an economic uptick means,” said Greuel. “Projections and revenues are down and recovery will take a long time. My job is to deal with both the problems that confront us today and in the future. Today, Los Angeles is facing a budget shortfall. There is no magic formula to balance the books, but I want to be clear: if the City comes up with gimmicks to balance the budget then the people of Los Angeles need to know about it.  I strongly believe that it’s time for our City to focus on long-term solutions that will get us back to fiscal solvency, because if we don’t, Los Angeles’ economic footing could be further jeopardized if the City continues to rely on excessive deferral of obligations and one time solutions.”

Excluding transfers from the Reserve Fund and surplus special funds, the City’s General Fund is projected to receive $4.33 billion in revenues in 2012 and $4.38 billion in 2013, an increase of 1.1 percent over the last fiscal year. Controller Greuel expects the City to receive $6.6 billion in on-budget revenue for 2012 and $6.58 billion for 2013, which is relatively flat from year to year.   Greuel said the City needs to revise its current year projections by $31.5 million primarily due to the loss of the State’s Vehicle Licensing Fee and a reduction in departmental receipts from licenses, permits and fees.

Controller Greuel provides this economic forecast to the Mayor and City Council each year so they can have all of the relevant fiscal information as they create the City’s budget for the following year.  Every year the Controller meets with leading economists, reviews the economic forecasts of UCLA, the State Department of Finance, the State Legislative Analyst Office and the Los Angeles County Economic Development Corporation to compile a projected economic forecast for the coming year.  

Some of the highlights of the report include:

For fiscal year 2012-2013, the Controller anticipates that property tax receipts are expected to increase by $29.2 million to $1.46 billion.

The Controller also projects that business tax and departmental receipts from licenses, permits and fees will come in below what was budgeted for 2011-2012, while sales tax and transient occupancy tax will come in above budget.

Additionally, for fiscal year 2012-2013, the Controller has zeroed out one-time transfers from other funds, including $16.5 million from the Special Parking Revenue Fund and $8.9 from the Reserve Fund.

The Controller anticipates the City need to borrow $400 million in Tax and Revenue Anticipation Notes (TRANs) next year to cover cash flow for the first six months of the fiscal year.

The City will be required to pay $167.2 million in debt service for general obligation bonds next year.

When Sunland-Tujunga Home Depot was a big issue, someone who runs their own East L.A. based PR firm, told Mr. Dogg, that then CD 2 Councilmember Wendy Greuel (secretly) hired her, to run an anti-Home Depot campaign in Sunland-Tujunga.

Zuma Dogg, then discovered, when it was told to him by someone inside city hall, that Wendy Greuel’s mother owned, “Frontier Supply,” a building supply yard, that certainly would have been CRUSHED, if not put out of business, if the nearby Home Depot was to open.

Wendy Greuel is now the owner of Frontier Supply.

Wendy Greuel was against the Home Depot project.

Did she disclose that her family business, of which she is now owner, when she voted “NO” on Home Depot.

If it is true that she privately hired a PR firm to thwart Home Depot’s effort, that is conspiracy to tilt economic scales for your own personal enrichment?

Furthermore, Zuma Dogg was told by someone, inside City Council chambers, if one were to check the list of project approvals in Wendy Greuel’s district, while she was Councilmember, would it show there was “quid pro quo” in getting CD2 project approvals? In other words, if you agreed to use, “Frontier Supply,” for the project, was project facilitation, “fast-tracked?”

These are two separate allegations, from two separate people, about one Los Angeles Candidate for Mayor.

As a former L.A. Mayoral candidate, I’ve been asked if I am going to run in the next election. I’ve always said, “Hell, no! I live a block from the beach and wanna enjoy retirement life.”

But then I heard this sh*t about Villaragiosa telling LAPD not to write tickets to some people, while ZD gets maximum crackdown. PLUS, I heard the nasally, cackling, hideous and insidious voices of Janice Hahn going off in my head. (A side effect of my “PGS” – Post Gadfly Syndrome.)

SO, THE HULK JUICE SEEMS TO BE BACK, BABY!!! I’M RED HOT, AND READY TO HEAD DOWN TO THE CITY CLERK ELECTION DIVISION TO FILE PAPERWORK TO RUN FOR L.A. Mayor in 2013.

It’s not about winning…it will allow me to have access to newspaper, radio and TV media through the interviews they allow ALL candidates. So I will be able to BLAST THE F*CK out of Antonio Villaraigosa, even though he isn’t running, and refer to all the ways he caused all problems we are suffering now, as a result.

Dear Federal Investigators,

I have a feeling, based on investigations launched by Andrew Cuomo (when he was NY AG), and investigations launched by SEC/Feds into CalPERS, you are not unfamiliar with this blog.

And perhaps a post, or two, has triggered some of what is being investigated. But, just in case…since y’all are knocking yourself out, at this point, to pull the plug on @Villaraiogsa’s City Hall administration, here are some things to check out, that may even end up being the BIGGEST FISH:

LACERS (L.A. City Employees Retirement System): And that system, is one of organized racketeering that resulted in BILLIONS lost during the Wall Street crash in ’08/’09, when the pension fund lost -20% of it’s value (even though they projected/expected/planned for a +8% INCREASE. DOH! Their bad!) Only to have it announced during the L.A. City Council meeting by LACERS that the billions (up to $7 billion) was lost in “overly-risky, non-investment grade Wall Street and real estate investments (at the peak of real estate bubble); most notably the Henry Cisneros L.A. City Workforce Housing. With the panel, testifying before council, on the record, adding, “the problem is the mayor’s pension-packing power.” (The mayor stacks the deck with four appointments. Every vote can go in their favor.)

And when you read these posts, especially the Cuomo Report that details how the corruption went down in New York State, keep in mind, the people busted by Cuomo were from and operating out of Los Angeles. Many of these people and their cronies were appointed by Villaraigosa to the LACERS and CRA commissions. Where pension money was funneled into the CRA and other projects by the commissioners he appointed.

Capital Equity firms backed Villaragiosa for mayor, then he appoints the people who work at these firms to the pension and other boards as commissioners. Many of them have stepped down under controversy or have been arrested and are currently in prison. It’s a pretty small circle. A RING, if you will. And away we go:

First of all, the thought DID cross my mind, that the Feds are putting L.A. Controller Wendy Greuel up to this. After exposing a secret “Gold Card” ticket-fixing program, for City Hall insiders, now she is claiming her office was not getting full access to all the records, so she subpoenaed the Department of Transportation’s ass, today. And now she’s getting full access. It should be noted that it is rumored amongst ZD inside mover and shakers that the Dept of Transportation (DOT) is just one of MANY departments under Federal FBI investigation. Some suggest Greuel never actually wanted to release the details of this secret, City Hall insider “ticket-fix” program (because elected officials don’t blow whistles on each other), but word of an investigation may have leaked, so she wanted to try and get in front of the story. Greuel’s exposure of the “Gold Card” program backfired on her, when after claiming she knew nothing about the program, Mayor Villaraigosa not only told the media that she DID know about it, but released documents proving as such. (So either she doesn’t know what she was signing/voting for and truly is the Hellen Keller, deaf, dumb and blind moron I’ve always said she is; or just a flat out liar. Either way, not a very attractive quality for someone who wants to be mayor.) Here’s her next step in this Sun-Tzu “Art of War” battle, where Wendy is CLEARLY NOT the city hall-backed candidate.
