Los Angeles Times: Jan Perry Speaks Out on L.A. Redistricting Corruption and "A Letter From Jan Perry"

Los Angeles mayoral candidate Jan Perry on Tuesday sent out a sharply worded campaign email laced with accusations of corruption. But she wasn’t attacking City Councilman Eric Garcetti, City Controller Wendy Greuel or any of her other opponents in next year’s race.
Instead, her targets were City Council President Herb Wesson and Councilman Jose Huizar, two politicians who she believes are behind a redistricting proposal that would strip much of downtown L.A. from her 9th District.
In an email to downtown voters, Perry suggested Huizar was not fit to lead the district and said his one-time practice of preparing lists that graded civic leaders numerically on their political influence and level of support for him, “points to the kind of representation that Downtown residents can expect” from Huizar, who would be its new representative should the redistricting pass.
She wrote that instead of listening to voters, the redistricting commission that redrew boundaries for all 15 council districts has taken directions “to fulfill the political agenda of city hall insiders, special interests and future candidates for public office.”
Perry has been sounding that cry since the changes were first proposed in January. She has accused Wesson of using his influence to gut her district, which she says is punishment for her refusal last year to back his bid to run the council.

But increasingly, she has also used her mayoral campaign as a platform to address the issue. Her campaign consultant, Eric Hacopian, said the redistricting fight is a legitimate campaign issue that “has become emblematic and systematic of how the city is not working and not serving the citizens of Los Angeles.”
Wesson has downplayed his role in the process and said he didn’t take Perry’s criticism personally. “She can do what she wants to do,” he said, adding: “I will never, ever publicly say anything derogatory about another colleague.”
He said the redistricting maps are still being finalized and that some adjustments may be made before March 16, when the City Council is expected to draft an ordinance changing the council district boundaries.
When asked whether he would support amendments to the boundaries downtown, Wesson said: “At this point in time, I would say I’m comfortable with the way that it is now, or close to that.”
The council is holding public hearings on the proposed changes at City Hall on Wednesday.

Dear Voters: 

Several months ago I made a decision to step down as Los Angeles City Council President Pro Tempore while still continuing to serve as your councilperson, because I had concerns at the time about transparency of the redistricting process. Redistricting is required every ten years following the census. We are supposed to examine census population numbers and a determination is made about which council district needs to lose or gain population. It is not a process that should be intent on harming communities of interest. 
The process that was been established at the City of Los Angeles for redistricting has confirmed my worse fears. The current map does not reflect the demands of the public, divides communities of interest, represents significant political gerrymandering, and pits communities against one another. 
The redistricting commission did not operate independently, but seemed to take directions to fulfill the political agenda of city hall insiders, special interests and future candidates for public office.
What is being done to our district in Downtown Los Angeles is a good example of what is wrong with the current redistricting process. For over 40 years South Los Angeles and Downtown have been linked as one community in the 9th Council District. Council District 9 currently represents 75% of the people downtown. But as a result of backroom political deal between the current leadership of the city and Councilman Jose Huizar our community will be torn apart with downtown and portion of south Los Angeles placed into the 14th council district. The northeastern communities have never been linked to downtown as with the current plan.
I am very proud of what we have accomplished while working together in Downtown Los Angeles. I am afraid Councilman Huizar will not bring the kind of responsive representation that we are used to in our district. A good example of this is the following article (linked here) which points to the kind of representation that Downtown residents can expect. The Los Angeles Times reported that Mr. Huizar maintained a list that graded residents of his district based on their support, which would then determine what level of constituent services they would receive.    
We all deserve better than that. The Downtown News thinks so too
Please call Councilman Herb Wesson’s Office at 213 473 7010 and Mayor Antonio Villaraigosa’s office 213 978 0721 and demand that they listen to the people and not use redistricting for political purposes. We need to re-do the maps and keep Downtown in the historic Ninth District. The Rules Committee will meet this week on Wednesday, March 7 at City Hall at 4:00 pm to discuss the redistricting maps and take public testimony. Come to the hearing and let your view be known. We want to keep the Great Ninth District together.

CITY CONTROLLER WENDY GREUEL RELEASES CITY’S ECONOMIC FORECAST FOR 2012-2013
Urges City Leaders to Be Transparent and Focus on Structural Budgetary Changes



(Los Angeles) – With the City of Los Angeles facing up to a $200 million budget deficit next year, the City’s chief accountant, City Controller Wendy Greuel, released the economic forecast for the City of Los Angeles for the upcoming fiscal year 2012-2013. 



“We need to be realistic about what an economic uptick means,” said Greuel. “Projections and revenues are down and recovery will take a long time. My job is to deal with both the problems that confront us today and in the future. Today, Los Angeles is facing a budget shortfall. There is no magic formula to balance the books, but I want to be clear: if the City comes up with gimmicks to balance the budget then the people of Los Angeles need to know about it.  I strongly believe that it’s time for our City to focus on long-term solutions that will get us back to fiscal solvency, because if we don’t, Los Angeles’ economic footing could be further jeopardized if the City continues to rely on excessive deferral of obligations and one time solutions.”

Excluding transfers from the Reserve Fund and surplus special funds, the City’s General Fund is projected to receive $4.33 billion in revenues in 2012 and $4.38 billion in 2013, an increase of 1.1 percent over the last fiscal year. Controller Greuel expects the City to receive $6.6 billion in on-budget revenue for 2012 and $6.58 billion for 2013, which is relatively flat from year to year.   Greuel said the City needs to revise its current year projections by $31.5 million primarily due to the loss of the State’s Vehicle Licensing Fee and a reduction in departmental receipts from licenses, permits and fees.

Controller Greuel provides this economic forecast to the Mayor and City Council each year so they can have all of the relevant fiscal information as they create the City’s budget for the following year.  Every year the Controller meets with leading economists, reviews the economic forecasts of UCLA, the State Department of Finance, the State Legislative Analyst Office and the Los Angeles County Economic Development Corporation to compile a projected economic forecast for the coming year.  



Some of the highlights of the report include:

For fiscal year 2012-2013, the Controller anticipates that property tax receipts are expected to increase by $29.2 million to $1.46 billion.

The Controller also projects that business tax and departmental receipts from licenses, permits and fees will come in below what was budgeted for 2011-2012, while sales tax and transient occupancy tax will come in above budget.

Additionally, for fiscal year 2012-2013, the Controller has zeroed out one-time transfers from other funds, including $16.5 million from the Special Parking Revenue Fund and $8.9 from the Reserve Fund.

The Controller anticipates the City need to borrow $400 million in Tax and Revenue Anticipation Notes (TRANs) next year to cover cash flow for the first six months of the fiscal year.

The City will be required to pay $167.2 million in debt service for general obligation bonds next year.

    Subpoenas issued in pension fund corruption investigation

    Atty. Gen. Jerry Brown is looking into ‘placement agents’ who help secure pension fund investment contracts for clients, often in return for millions of dollars.

    Reporting from Los Angeles and Sacramento — An ongoing investigation into pension fund corruption across the country intensified Friday as California Atty. Gen. Jerry Brown directed subpoenas at politically connected firms and individuals, according to sources familiar with the investigation.

    Brown issued the subpoenas as part of a probe into “placement agents” who help secure pension fund investment contracts for their clients in return for large sums of money, often millions of dollars.

    The subpoenas seek information on the use and disclosure of placement agents and potential conflicts of interest, said sources who spoke on the condition of anonymity because they were discussing an ongoing investigation. Brown’s spokesman, Scott Gerber, declined to comment.

    The subpoenas for documents were issued to Gold Bridge Capital and Wetherly Capital — both run by former fundraisers for former Gov. Gray Davis — as well as former pension official Sean Harrigan, according to sources. It was unclear which of the subpoenas had been served as of late Friday.

    Brown pulled back on delivering a subpoena to equity investor and fund manager Elliott Broidy, after he volunteered to talk with the attorney general’s investigators, a person familiar with the investigation said. Broidy and Harrigan, both appointees of Los Angeles Mayor Antonio Villaraigosa, recently resigned their posts on the Los Angeles Fire and Police Pensions board after they were contacted in a related U.S. Securities and Exchange Commission inquiry.

    The nationwide probe began in New York, where Atty. Gen. Andrew Cuomo has indicted six people in an alleged kickback scheme involving placement fees in the New York State pension fund. That investigation spread to numerous other states, including California.

    Wetherly Capital, a Los Angeles-based placement firm run by Dan Weinstein, was mentioned but not charged in the New York indictment, which said Wetherly paid $313,000 in fees to companies controlled by Hank Morris, an indicted political aide to former New York Comptroller Alan Hevesi.

    Two weeks ago, former Wetherly employee Julio Ramirez Jr. pleaded guilty to securities fraud and agreed to cooperate in the New York investigation.

    Gold Bridge, operated out of San Francisco and Sacramento by Darius Anderson, a prominent Capitol lobbyist, and his brother Kirk Anderson, has received at least $5.2 million in placement fees for deals with New York’s pension fund and has received fees for investment deals at CalPERS, California’s public retirement fund, and CalSTRS, a teachers’ fund, documents show. Both Wetherly and Gold Bridge were subpoenaed by Cuomo three weeks ago for documents relating to their licenses.

    Harrigan and Broidy stepped down from the Fire and Police Pensions board after receiving letters from the SEC. The letters asked Harrigan and Broidy to reveal any contact they may have had with three firms under review in the pension inquiry there.

    They also were asked to identify all of their income since Jan. 1, 2005, and any money they may have earned from firms seeking business from their board. Broidy and Harrigan said earlier this month that they had committed no wrongdoing but believed they had become a distraction for the pension agency.

    Broidy is the co-founder of Markstone Capital Group, a private equity firm in Los Angeles. When he stepped down from the Los Angeles board two weeks ago, Broidy said he was cooperating with various investigating agencies and had “never profited in any way” from his work overseeing the $11-billion investment portfolio.     Harrigan served as president of the Fire and Police Pensions board at the same time that he was working as a private consultant to companies that had business before his and other pension agencies. As a consultant, Harrigan has represented, among others, Wetherly Capital and Yucaipa Cos., an investment firm founded by supermarket magnate Ron Burkle.

    SACRAMENTO, Calif. (AP) — Gov. Arnold Schwarzenegger has hired the Los Angeles city controller to act as an independent auditor overseeing California’s share of federal stimulus funding.

    Schwarzenegger named Laura Chick to the newly created job of inspector general on Friday.

    The Republican governor says California is the first state to appoint an inspector general to oversee its share of the $787 billion from the stimulus package. That amount is expected to be about $50 billion when money from competitive grants is included.

    Schwarzenegger already named a task force of top advisers to oversee the state portion of the money.

    The governor’s office says Chick will be paid $175,000 a year.

    Los Angeles gadfly, Zuma Dogg, who touts himself as L.A.’s Bamboozle-buster, shining light on political shadiness notes, “without the implementation and practice of any type of methods for management of quality and productivity, you may as well let Edward Scissorhands handle and oversee the money. Either that, or just throw it all into a giant money shredding machine.” Whichever is a more efficient way to waste the money. But at least with Laura Chick we will know what programs have squandered it all. So I at least feel good about that.”

    First all the quality businesses that provided quality jobs left the city; then the middle class left; then Richard Alarcon returned; and NOW Laura Chick is leaving!
